1. Contact KMVD approved VLT device manufacture.
2. Arrange an office.
3. Need trained technicians to fit the VLT device in vehicles.
4. Required a minimum of one person with computer & internet knowledge for tagging device with KMVD application.
5. Required a minimum of one computer with internet connectivity & printer for printing the installation certificate.
6. Submit the documents like incorporation certificate, office images etc to the vendor for applying the application.
1. Owner/ Customer have to approach the franchisee of any of the approved Vendor.
2. Vehicle Owner is free to choose the franchisee and VLT device of any approved vendor.
3. Vehicle Owner may have to give the KYC details, RC book and mobile number to the franchisee.
1. Technician of the franchisee will fit the device in the vehicle and will Enter various details like Vehicle number, Chassis number, IMEI number, Vehicle and owner details etc. to Motor Vehicles Department's web application.(This process is called tagging)
2. After completing data entry, owner will receive an OTP, it has to be entered in the application to successfully complete the process.
3. After successful completion of data entry the franchisee will give a print out of Installation certificate. Owner has to go to the RTO office with the print out for inspection and approval.
4. MVD officials will inspect the vehicle to verify the fitment of device and panic buttons. If found satisfactory MVD will approve it and will give the installation certificate, else they may reject the device. In case of rejection owner has to approach the franchisee to rectify or replace the device.
Panic buttons are important part of AIS140 implementation. These buttons are placed for the safety of passengers and drivers. In case of any emergency, the passenger or driver can press the panic button to inform the control room about the emergency situation.
All panic buttons have a continuous glowing LED to indicate that the button is working. On pressing of the button the LED will start blinking and the hooter will start making sound. The device will also send SMS about the emergency condition to control room as well as owner.
If any repair or maintenance is required for the device/panic button then immediately inform franchisee and ask them to register a complaint register entry.
This message is displayed when the vehicle number is entered in incorrect format.
This problem arises if chassis number and vehicle number combination is not correct. Please make sure that both the numbers entered are correct. If the vehicle is a Vahan registered vehicle, then use the link “VLT Tagging-Vahan” under the Tagging menu.
This message displays when the user try to tag an already tagged vehicle. If you want to retag vehicle with new device do it after Untagging the existing device. For untagging- In the case of franchisee, first register a complaint through complaint window, then close that complaint by selecting 'replace VLT ' option. The vehicle get untagged automatically. For untagging in case of owner ship change, it can be done only by the authority who approved tagging.
The IMEI number of the device you are trying to tag is already used for tagging. Try tagging using another device.
This message arises when NIC service is not available. Inform this to surakshamitr support number 9446556001. We will check and rectify it.
This message displays when data from device didn’t reach our server. Recheck IMEI number. Make sure device is sending data to the server. If the vehicle is in parked state for long time, move the vehicle few meters to change the device state.
Received when imei number checking is done or refresh button is clicked. Indicates that fitment of device is improper and critical alerts are raising continuously. Click ok and check what alerts are being raised and fix fitment issue and try tagging again.
Occurs when refresh/ or check imei button is clicked. Indicates that the data from device is invalid , so they have to check the data send by device.
Occurs when refresh button is clicked, Indicates that only this much packets having received in server side and we are expecting 3 packets. They have to wait and refresh to check whether required packets have been received till 'location verified ' is enabled.
Occurs when check imei button is clicked, this is because last data packet is received on server side at 'some time'. Please check whether device is sending data properly. If vehicle is in sleep or halt mode then try moving the vehicle so as to make device start sending data.
Occurs when clear alert button is clicked. This indicates that devices didn't send any data after clearing the alerts.
If VLT SIM number or eSIM number of the device is not entered, this message will get displayed. Enter both the SIM numbers of the device.
If both the VLT SIM numbers entered are same. So do enter different SIM numbers.
User have to enter 2 SIM numbers in the case of local eSIM numbers.
The SIM number entered is already used for tagging. Please verify and enter correct SIM number.
Activation SMS sent to the device (to the VLT SIM number entered). Device should receive the same and send it back as a login packet. Since the surakshamitr server didn’t receive that data packet, the device is not activated and our server is waiting for the data packet. If the last data send from device is too old, then check with the device whether it is functioning properly. If the device is in sleep (ignition off) state, move the vehicle so that device starts sending data. If these all won’t work out, contact the vendor and check the data is sending from device.
This message arises when “Resend SMS” button is clicked more than 5 times. The device got locked. If this happens, send request email to surakshamitr@cdac.in to unlock the device. The problem will get resolved within 72 hours. Otherwise if some issue occurred with sending OTP the same message will be shown.
This message displays when the surakshamitr server cannot communicate with the VLT SIM. Inform this to surakshamitr support number 9446556001. We will check and rectify it.

The activation key not sent.
Untagging of VLT device can be done only by Approving authority (KMVD) or franchisee.
I. For installed devices,contact the corresponding RTO for untag your device.
II. For approved devices,
  1. Franchisee have to Login with your user credential
  2. Select VLT Complaints Logs under VLT Tagging menu.
  3. Click New Complaint and enter the vehicle number.
  4. Select Close Complaint and select 'replace VLT' option for untagging the device.

3. Select the franchisee which needs to be edited and click the edit button.
4. Select models and click save. (For multiple selection press control and click on models)
5. On successfully adding the model the franchise will be able to tag with newly added model.
